I think you may have missed the sysowner keyword on the snmp community string definition.
Have a look here for more details:

The list of supported notifications can be found here "MIB Notification Names in the Cisco ASR 9000 Series Routers"
http://www.cisco.com/en/US/docs/routers/asr9000/mib/guide/asr9kmib3.html#wp1602338
The power should be under CISCO-ENTITY-SENSOR-MIB
Configure "snmp-server traps sensor", then entSensorThresholdNotification trap should be raised when sensor threshold is crossed.

I'm having an issue on an asr 9906, XR ver. 7.9.21. no response at all when trying to walk entity sensors, it just comes back instantly empty. I have been able to get other types of information like entity-physical, just not entity-sensors. It works for every other type of cisco in the network, including 9902 and 9001. I have also added the "SystemOwner" keyword but it didn't change anything.
snmp-server community encrypted ************ RO SystemOwner IPv4 SNMP
using v2c
OID 1.3.6.1.4.1.9.9.91.1.1.1
Also is there anything I can do to troubleshoot on the router why nothing is happening with this query? I'm trying to look at snmp trace logs and not coming up with any clues.
