Creating Users in IOS-XR

What is the difference between creating a user in admin-config mode and in normal exec-config mode?

In both ways, we can assign the user to root-system group. So what is the difference in making users in admin-config mode?

There isn't much of a difference, the main difference comes into play when you have multiple SDRs, then you have multiple exec configs and one admin config. For ASR9K we have one SDR, most likely you are using one SDR even if you are using another platform such as CRS.
