Is there an equivalent or similar feature to 'IP Accounting' in Cisco IOS XR?

flexible netflow does accounting on ios-xr

Does it show flows on CLI like ip accounting does? Can't find that in your reference.

No you need a collector  there is viewable statistics available on the device but only overall stats nothing particular to individual ips , some third party software like NetQos , there are free ones online as well though you could use
