Hello I have the same problem but between ASR 9910 with 6.2.3 IOS XR version and ASR1002 with asr1000rp1-adventerprisek9.03.16.02.S.155

Traffic is not passing through. L2TPv3 over IPv4 should be supported since 6.1.2 version.

What could be the problem?

Thanks.

On asr9k side we seem to be sending traffic into the PW, but not receiving anything. Blast some traffic from the asr1k side and watch the NP counters on the asr9k side. The NP counters that increment will help understand what's happening with the received traffic.
