Have you setup call-home with the HTTPS address for the cisco smart licensing server, or setup a proxy server in your environment?

I would recommend opening a TAC case if you need assistance setting up smart licensing, we can walk you through the steps.

These appear to be the two licenses we are trying to acquire:

Mandatory - enables basic L2 & L3 features(N540-SW-ESNTLS) 1 OUT OF COMPLIANCE
Cisco NCS 540 Router Series Advanced Metro License(N540-ADVMETRO) 1 OUT OF COMPLIANCE

Can you check on your smart licensing portal on cisco.com if you have these licenses in your pool?

Below is our Inventory License Cisco Smart Account and message we got indication insufficient license, is there any problem in making this product in production with this message ?

Hmm so from the picture I don't see the licenses listed in the insufficient licenses listed in your pool of licenses available.
I would suggest talking to your sales engineer about getting the right licenses.
