Associate headset with user

I'm seeing an issue with our 8851 phones or the 561\562 headsets

I've been pressing Exit button on this screen

Then I've been pressing No on this screen

The issue is, the phones keep prompting for "Associate headset with user"

Users are not assigned to a specific phone or headset.
Some are using Extension Mobility.
Not many are using Jabber
Why would we need to associate users to headsets?

Is there a software version issue with the phones or headsets?
These headsets have only been plugged into the phone, not to a PC of that matters

Any input would be helpful!

Hi Kelvin, 

You can control this behaviour from the Enterprise parameter settings in the call manager.

Headset Association: This parameter determines whether a user will be prompted to associate their headset on the phone UI when a headset is connected. This setting does not prevent the user from initiating headset association from the phone UI headset menu.

From the call manager GUI, navigate to System Enterprise Parameters.
