Hi,
A customer purchased Cisco C9200L switches with both C9200L Network Essential & C9200L Cisco DNA Essentials.
Both lic. are showing EVAL Mode when he checked them against "show lic summary", and they are already under production.
Some of these switches are DMZ switches and they do not have internet access, the management asked them to activate the licenses so what kind of options do they have to proceed this task.
I found some documents asking to use the below, but am not sure if it will help.
license right-to-use activate network-essentials all acceptEULA
license right-to-use activate addon dna-essentials subscription all acceptEULA
Then proceed with correct license level to enable the purchased feature set.
Can you please advise.

I don't think those commands will solve the problem because RTU licensing is going away in favor of Smart Licensing. If a device doesn't have internet connectivity, you can setup a licensing gateway to be the intermediary (think proxy).
If you're not familiar with Smart Licensing, here's an overview:

Is this switch managed by DNAC? If so you can register it via DNAC-->License Manager-->All License-->(find and select device)Manage License Reservation-->Enable License Reservation. Then select "Specific License Reservation (SLR)" and then choose the Virtual Account that has your license. From there DNAC will associate your DNA and NW licenses. You'll need to accept the license and in a few moments your switch will show that it is licensed. In this way DNAC can act as your license proxy. If DNAC doesn't manage this device then you will need to find the license proxy that Preston Chilcote mentioned.
Hope this is helpful,
Chuck
