DNAC error in Inventory - "Device Connectivity Failure"

I manually registered the switch.  

It's not blocked by a firewall.

Because SSH is not available
Registered with telnet.
But what should I do if this message pops up?

Device Connectivity Failure : NCIM12008: Connectivity to the device could not be established.

The device may be busy or device reachability and/or line configuration may be having issues. Cisco DNA Center will attempt to resync with the device in sometime.

I saw that message board too. But we want to register the switch only with telnet without using SSH.
