After completing the CIMC setup and rebooting server you then get dropped into the Cisco DNA Center Configuration Wizard. I set the cluster and host subnets incorrectly when using the configuration wizard and now I cannot get back to reconfigure those settings. You cannot do them through the CLI or by factory reset of some sort.
How am I able to start over from scratch on the Cisco DNA Center Appliance? Also, how am I able to see which release of Cisco DNA Center is currently being used?

You will need to rebuild the Cisco DNAC from scratch. In order to accomplish you will need to open a Cisco TAC Case so the TCE can publish the Cisco DNAC ISO file for rebuilding the Cisco DNAC. Please take a Screenshot of your CIMC screen that shows your Cisco DNAC's Serial# and Hardware PID. This will help when opening a Cisco TAC Case.

Ideally if you break the configuration in anyway, where you would need to re-built and start from all over again, then connecting with TAC is ideal thing to do as TAC will get you the iso image from where you can launch back once again. Please take a Screenshot of your CIMC screen that shows your Cisco DNAC's Serial# and Hardware PID. This will help when opening a Cisco TAC Case.

Try to get CLI access and launch KVM and run : $sudo maglev-config update, once you do it will get lot clearer on what got broken and how to fix it.
