WebEx Event XML API does not allow modifying email templates

We are creating an event on a recently provisioned site based on the documentation at webex-xml-api-reference-guide - createevent

And we get the following error message: "Your site doesn't allow to modify email template"

We believe it may be related to the following update in the part where it says: Hosts on New Webex Sites Can ' t Edit Event and Training Session Email Templates.

In a previously provisioned site it works perfectly, but not in the new site, removing the template tags <invitationMsgs> </invitationMsgs> <enrollmentMsgs> </enrollmentMsgs> the event is created successfully but the attendees do not receive the approved email, the "approved" box is not checked in the event settings either.

I don't have much insight into the reasons behind the change - perhaps customer's prefer to not allow hosts to make adhoc modifications to the templates and the behaviour was change accordingly (I would think making this an admin option would have been nice..?)

Might also be worth opening a service request with Webex support/TAC - perhaps this is something they can toggle on/off on a site basis...
