I don't have much insight into the reasons behind the change - perhaps customer's prefer to not allow hosts to make adhoc modifications to the templates and the behaviour was change accordingly (I would think making this an admin option would have been nice..?)
You might inquire with the official Webex API support folks: https://developer.webex.com/support
Might also be worth opening a service request with Webex support/TAC - perhaps this is something they can toggle on/off on a site basis...
