Cannot install connector to expressway

I'm trying to register the expressway C to control hub. I put in the fqdn and it opens my expressway. but when I click on updated software & verify connection I get "Failed: Update failed to complete within time limit." It is not a firewall issue as I have verified that it is open outbound to 443. Any help would be appreciated.

Are you trying to configure Hybrid Calendar or Hybrid Message? Please confirm your Expressway firmware and make sure running the latest supported version.

Make sure to have the updated Webex Root CA Certificate.

Lastly, confirm all the Ports & URL's allowed listed here:
