CER 12.5 - Need to set up ONLY email alerting for some users

Is there a way to set up only email alerting for an ERL's onsite alert contact?  The alerting number is a required field so I can't simply leave the field blank and I can't find a way to tell the system that for certain users, I only want email alerts while, for other users, I want email and phone alerts.

Create another onsite alert.  For the one you do not want phone calls, just enter an invalid number 55555 or whatever fits your dial plan.  Then enter a valid onsite alert email address.  Assign one or the other or both as appropriate to your ERLs.
