hi,
our client is trying to build a new site with less than 10 phones and this new site will not have a WAN connection to the main site where all the UC products ver 11.5 are (cucm , CER etc). so phones will connect using internet via MRA. they are planning on using CER for 911 for this site using manual phone (based on mac address) grouping for ERL membership. The ELIN (calling number provided to PSAP) is an analog number (not part of cisco solution) that belongs that site. will this work? is it supported? you dont see any issues with this? (as i said its a site, so there is no moving around of the phones so the location doesnt change).

This should be fine, set up the site with manual phones in ER like you mentioned and on that ERL have it use a route pattern and on call manager side, on call manager route pattern have that route to the analog gateway with FXO port. You can set the ELIN in ER to be the calling party of number of the analog line.
