Every time My manager logs into his Jabber, he receive a status pop up request from contacts on his list (same people all the time). Does anyone know why this happens? I cant figure out how to get rid of it. Any information would be appreciated! Thanks

these Status pop up requests are always from Outside his domain, am I correct?
Could you send a PrtSc of the File > Option > Privacy window and the Advanced window? I would like to check these info.

All the users should be in the same domain as him.

Hi,
your Manager domain is 'nci.nih.gov' and his contacts are from an 'Outside Domain', 'nih.gov'
Cisco Jabber uses your 'Contact List' as an 'Allow List'. You do not need to add contacts in your contact list to your allow list.
In other words ... it looks like to me that you manually enter all the users in the 'Allow List' ... try to remove the user 'eric.bates@nih.gov' from the 'Allow List' and try again.
