Disable Jabber Application rules for some users?

I have a Jabber dial rules implemented. One rule is to automatically prefix the 91 for a 10 digit call in the US.

Ex

Dial: (234)-456-7890

prefix 91

Send out: 91234567890

 

I've recently added a country not on the North America dial plan that is hitting this rule and it is causing issues.

Is it possible to turn off Application dial rules only for users at this site? 

Is it possible to turn to disable only the one dial rule and still have the others active for users at this site?

Nope. ADR/DLR are global per-cluster which is why they almost never get used in global deployments. The good news is that since Jabber doesn’t support dialtone you don’t have to worry about T.302 so you could create the patterns directly on the CSS - so long as you use a different CSS on desk phones.
