Expressway cluster throwing weird error

Expressway cluster built on version 15.2.4.  Operating, but throwing a weird error:

Cluster peer 1 is specified as configuration primary, but for the replication to work properly peer 2 should be specified as configuration primary         

I have torn down the cluster twice and rebuilt it.  But the error comes back.

Any idea what causes this and how to get rid of it?  I don't want to change the primary.

Can you screenshot the cluster configuration on both your Expressways and share here?

I guess TAC Support would be required since you have already tried all the basic steps, which included tearing down the cluster and rebuilding it.
Please share the screenshot as @Roger Kallberg  mentioned so we can validate if the configurations are as required.
