I just did a build in the lab with version 15.2.4 It does not have this behavior. I would recommend skipping 15.3.0 if you need dual nics for MRA. There is definately something wrong in there.
Just loaded up the previous version....and the behavior is normal, not like what we saw on 15. Apparently, it's shipped with a bug on the dual interface networking on v15.
