Is Cisco Jabber secure HIPAA compliant?

I'm being told Jabber isn't secure for messaging...

We are medical facility so HIPAA is always a concern.

We have an on premise system, it would seem to me that our messaging in Jabber is secure...

Jabber uses TLS and that is generally considered "secure" in today's world

My manager and directory believe it's not secure.
They say it communicates in plain text thus making it not secure.
