Hello,
I'm interested in the possibility of turning on the Jabber persistent chat options for my organization, but before doing so would need to know if there is any means by which we can control what users are able to create rooms, and if so - what route I would need to take to do so.
I've done some searching of these forums as well as some Googling, and attended the recent Ultimate Jabber Specialist 2 lab, but haven't seen anything directly relating to this subject.
Hope someone out there has an answer!

-> You will need to enable the following option " Allow only group chat system administrators to create persistent chat rooms " in the following menu choice;
cups admin page\ messaging\ group chat and persistent chat\ Group Chat and Persistent chat settings
once this setting is enabled only those users who are nominated as group chat administrators will have the option to add/ create rooms.
In order to create a group chat system administrator; please do the following;
go to cups admin\ click Messaging \ click group chat system administrators\ and make sure you nominate the desired users for this role.
i would recommend that you do this only in a maintenance window as this may need critical cups service restart. Also for jabber 10.5 which would be used for adding rooms we will need to restart it for the changes to take effect.

I have the same issue but I dont have the Messaging \ click group chat system administrators\ option. I am running CUPS 9.1.1 and CM 9.1. Is this available on my version.

this option for group chat administrator option is only available in im and presence 10.x and ; this option from what i tested in lab is not present in im and presence 9.x

If you are not seeing the changes take effect then make sure you restart the XCP Router under Control Services in serviceability and possibly the XCP Text Conference Manager under Feature Services. As Amit stated, this is service affecting and you will not want to restart XCP Router Service until after hours.
