Infrastructure in my LAB:
Manually shutdown the IM and Presence server assuming there is no IM & Presence to see whether jabber communicates with CUCM and Jabber allows to login. But it failed.

The fact that you shut down the IM&P DOES NOT mean your Jabber will then use phone mode, that's not how this works.
In order to use Jabber in phone only mode, you need to make sure that in the user page you do not check the option to enable him for IM&P, and that the service profile does not contain an IM&P server.
Rest of the CUCM config (device, device/line/user association, etc.) needs to be properly configured.

So,
1. Removed IM Presence Profile and created new profile with Active Directory and CTI.
2 Assign the new profile to user.
Bang. it worked!!
