I would like to know if there's any solution, method to authenticate remote IM&P users in addition to the normal process through certificates and cucm end user accounts to make it a strong authentication process? Cisco duo maybe?

Did you check the section  SAML SSO Authentication over the edge session in the MRA document?

SAML SSO Authentication over the edge 

is it for desktop or mobile devices? If you are looking for mobile devices then you also require any MDM to push the certificates into mobiles.
