Unity Connection 15.0SU1 – Cannot Edit Enterprise or Service Parameter

I did a Data Migration on Unity Connection from version 14.0SU3 to 15.0SU1.
It seemed to go fine.
But when I go to either the Enterprise or Service Parameters, I cannot see the current values or edit them.
(Screenshot below)
Happens with both the Pub and the Sub.
I’ve tried different browsers, different PCs, rebooted servers.
It’s just a lab server so not a huge deal and cannot contact Tac.
Wondering if anyone else has seen this.

The issue happened again. This time with a customer migration.
From version 12.5.1.19017-4 to version 15.0.1.11900-14.
Same process - I used 'utils system upgrade dataexport initiate' to export the data.
Since it was a customer issue, I opened a Tac case.
Tac had me run a command then restart Tomcat.

On the Publisher, run this command:
run loadxml

Then Restart Cisco Tomcat on both servers.
That fixed it, and even after a reboot still looks good.

we did in an place upgrade no issue, what is your definition of a data migration?

Sorry for being vague.
For Data Migration, I mean using the command 'utils system upgrade dataexport initiate' on the Source server.
Then build a new server, and use the Import feature of the installation.
