Unity Connection and Twillio API integration for SMS notification

Has anyone implemented Unity Connection to send SMS notification when email is received?  Is it possible to send API call to Twillio to message user via SMS that they have a voicemail? Or can it be done right from the Unity Connection notification itself? I do see under notification in unity that there is an option to input a mobile number but I don't think it actually sends an SMS does it? Any input will be very much appreciated, thanks.

CUC supports Short Message Peer-To-Peer (SMPP) protocol for sending SMS notifications. The question is whether Twilio supports SMPP.
