We have a request from our users to being able to control the time of day and days of week without reaching out to us to modify the script. Is there a way to do this?

Not in the version you have. In version 12 there is added functionality for managing schedules.
There are however 3:rd party solutions. One would be ccTime. We use this to give services ability to manage their opening hours themselves.

I have done this for customers by storing opening times, holidays etc. in XML files and then writing an admin IVR script that allows users to change them (after authentication).
This approach can take quite a bit of time to implement first time round but it can be re-used for other customers with only minor modifications.
I have a version for Premium versions of UCCX which emails admins after changes and provides a web page to show current settings. If I knew more about web coding I could expand the web page to allow changes to be made via that.
