Yes, none of them is higher as the selection is based on the CSQ configuration. So, if an agent belongs to skill that is referenced by skill based CSQ then the call will be presented to the agent, if the agent is assigned to resource group and that resource group is referenced by another CSQ then those calls can also be answered by the agent. So, the decision is not at the agent level but the call flow script that selects one of these CSQs. You could have different call flows or different menu options for each of these CSQs.
