Can we use CAD & IP communicator on Open Source operating system instead of windows operating system?

I presume you mean GNU/Linux. You can try WINE for the traditional CAD client; however, that's not even remotely supported by Cisco. The only supported path would be CAD Browser Edition which is only tested on Redhat Enterprise Linux 5.

or, you can go all "natural" - try to use a SIP softphone like Jitsi as your endpoint (register it as a Third-party SIP device to CUCM) and CAD/BE; or if you are on the UCCE train (sorry, it's not mentioned in the original post), then perhaps you can use the Java version of the CTI OS toolkit.
