Sure, you configure the phone/user in QM as knowledge worker and set for recording. As to how the RTP gets to the QM recording server it's no different from agent phones. For example of you use BiB (network) recording the RTP gets replicated from the IP phone to the recording server across the SIP trunk, if you use desktop recording that obviously would not work for non-agent users, so simplest solution is to configure those phones for network recording.
