CRA editor download link

Hello,

I want to install the CRA editor on my laptop running XP. Does anyone know a link where i could download it from or may be a file on the IPCC express cd that i should run on my laptop.

In AppAdmin page go to Tools->Plugins->CRA Editor link is there
