I have CCX 7.0, how would I go about creating a local SQL account that has read access to the Unified Contact Center's database?

This is only supported for designing custom Crystal reports. See Chapter 6 of the Historical Reporting Administrator and Developer Guide for Cisco Unified CCX and Cisco Unified IP IVR, Release 7.0(1) which explains the process.
