After PCCE 12.5.1 upgrade we observed that in cceadmin under inventory tab ,when opening the cvp statistics icon, it pop-up and shows in the window as "Unknown error response received from server. A possible reason is that Tomcat Service is not running.
Please advise if we are missing something or any patches required.

This sounds very similar but perhaps not exactly as your issue, but based on this you still may want to check to see what ES you have installed.

Did you look through the rest of the 12.5 ES (there are a lot of them unfortunately). There are other items that may or may not be related to your issue like this one https://bst.cloudapps.cisco.com/bugsearch/bug/CSCvq51546 , so you'll likely need to either open a TAC case and/or go through the various ES to see if you're running into the issue.

I faced similar issue but only on the CVP reporting server.
1. Check if all required ES for CVPs installed
2. Make sure you have configured the certs (self signed or CA signed)
3. Check the CCBU Tomcat logs of the HDS for next step in troubleshooting. c:\icm\tomcat\logs.
As for my issue with reporting server, where i faced this very same issue. Here is what i did to fix it.
1. Click the initialize which removes the CS association from the reporting server.
2. Go to device and re-associate the reporting server to CS in SPOG
3. Restart all CVP servers
