Upload the MOH as audio source on each CUCM server and then assign do these levels depending on which one you use as your default:

You probably can do this. Check this out:
admin:file list activelog mohprep
CiscoMOHSourceReport.xml SampleAudioSource.alaw.wav
SampleAudioSource.g729.wav SampleAudioSource.ulaw.wav
SampleAudioSource.wb.wav SampleAudioSource.xml
SilenceAudioSource.alaw.wav SilenceAudioSource.g729.wav
SilenceAudioSource.ulaw.wav SilenceAudioSource.wb.wav
SilenceAudioSource.xml
dir count = 0, file count = 11
The files are right there for you to delete with:
file delete activelog mohprep Sample* noconfirm
Of course I would recommend backing up the ulaw one first with:
file get activelog mohprep Sample*ulaw*
Then just upload your own audio with the same name through the web interface. The name does not need the format in it, as CUCM does that automatically. E.g., If you upload song.wav, CUCM will make song.g729.wav, song.ulaw.wav, song.alaw.wav, and song.wb.wav for you.
Test it in a lab first and let us know how you fared. Happy hacking!
