In a PCCE/ECE 12.0.1 environment the agents are unable to transfer chats to another agent. They can transfer to queues just fine. I've checked the ECE parameters allowing for agent to agent transfers and they are enabled. The transferring agent receives the message 'The activity could not be transferred to the selected user. Please select another user and try again.'
In the ICM Script I see the route request hit the PQ node again, but it fails out of there. I can't find much documentation on what the script should be for this scenario.

There are a couple defects listed on CCO, do you get the exact same error message?
Are you trying to transfer a chat to an agent who isn't logged in for instance?
Also, how do you have "Allow transfer of activities to integrated queues in other departments" set?

In the ICM script I added the Pick Pull logic and it fixed the issue for me.
