Finesse Queue Data is displaying 25 Agents Logged in , however there are only 8 agents assigned to this queue. Cleared browser cache etc. How are these stats calculated?

The report you're likely looking at is the team view, which is not the same as the number of people in the queue; you could have many people on the team, but only a few assigned with attributes for the queue. If you can provide a screenshot and the name, we can confirm this.

I am not running a report. I'm looking at Queue Data in Finesse in real time where it displays Waiting Calls, Agents Logged in etc.
There are only 8 agents but at times it will say that many more are logged in.

The Finesse data are reports. So if you log into CUIC (you didn't mention if you are UCCX or CCE) and run the same report, you should see the same data.
I'm guessing you're looking at a Live Data or Real time report for instance to get your data.
If you can provide the system type you use, and version and maybe a screen shot, people may be able to offer more feedback.
