How to assign a call variables layouts to a specific application.

Hello All

      My UCCX is version 12.5(SU1).  I created a Call Variables Layouts.  I want to assign it to a specific application. According to Finesse administration Guide, I should to create an ECC variable  in CCE Configuration Manager, but I didn't find the ECC Configuration Manager. 

     Could you show me how to assign a Call Variables Layouts to a specific application.  Thanks in advance!
