Probably an easy question, can you register one IP-IVR build to more than one {two in this case} Unified Communications clusters or do I need a second separate IP-IVR for the second cluster.

IP IVR can only register to one cluster at a time (check the setup, you'll see what I mean).
You'll need a second IP IVR if you need it to be connected to two different clusters. But you might also be able (depending on your specifics) to just set up a route pattern and trunk it over to the cluster it's actually on.
