I am monitoring IP-IVR servers with ITEM and every now and then it reports ApplicationPartiallyRunning ProductName=Cisco Application Server (JTAPI Subsystem)

Looking at the MIVR logs I see the following, is it expected race condition when caller drops while allocating channel?

The alarm clears within seconds and JTAPI goes back to IN_Service.

Make sure all your CTI ports and ROute points related to IVR are asscoited with the IVR Users.

and also what is you screen refresh rate on the IVR.

Yes, all the cti ports are assciated with jtapiuser. What do you mean by screen refresh? On the engine page? How is that relevant, it's the default 5 seconds.
