i have a Callmanager 4.0(2a) and a CRA 3.5(3)
i,ve checked cisco site and these version are supported
but the JTAPI Subsystem is out of service
also the username and the password are correct and i,ve checked CTI application use
Please Advice

Are your CTI Ports associated to your user "jtapi"? Do you have a CTI Port group created?

My issue resolved
in CRS 3.5 you have to associate CTI port and creat a CTI portr group so JTAPI wll became in service
but in crs 3.1 if you only assign a Jtapi user to CRA it will became in service
i didnt knwo this and now JTAPI is in service status
