Is there a difference in recording calls and mra. We have mra and recording seems to be working for jabber on a laptop vai expressway. The wierd part is that we don't understand why jabber on a mobile with mra via expressway doesn't work but via laptop through the same expressway seems to recording - any pointers
Though it seems jabber BOT suggests bib and recording are configurable, maybe it doesn't?

Could you please share the expressway and call manager releases?
BiB enabled on the Jabber on mobile configuration?
can you see the sip messages to the recorder? check the cucm logs if it is forking the media to the recorder
I have tested the call recording on jabber on mobile and it worked successfully.
following from Expressway guide:
Call recording for Cisco Jabber endpoints has the following limitations (which also apply on premises):
ā¢ Cisco Unified Communications Manager does not allow Jabber mobile devices to be CTI-monitored.

Well, unless something has changed, Jabber for mobile with CCE isn't supported, so I wouldn't even go down that road. Here's a link where this has been covered before.
