Does anyone know of a way to determine if an agents are logged in as opposed to being Not Ready or Ready?

Sure; use the same Get Reporting Statistic and select Logged On Agents from the Field property.

IPCC Express or Enterprise?
in Express use the Get Reporting Stats CRS node for Agents Logged on.
in Enterprise, use the SkillGroup variable for Logged on from the Formla Editor
