ResourceIAQStats Not reporting data after cluster reboot. UCCX 10.6.1

UCCX 10.6.1  (ES07-38)  ResourceIAQStats is not reporting data after reboot of publisher and subscriber.  I rebooted the servers using the CLI utils system restart.  After rebooting, the Real Time reporting does not return data for Agent login state or state detail.  As a result our queues checking for an available agent failed until we bypassed that condition. Cisco is requesting that the upgrade to 10.6(1)SU3 to resolve the issue.  What could cause the real time reporting to stop working after a reboot?

A software bug, maybe.
