Error "Agent device built in bridge is not enabled."

Bridge IS enabled and programming has been compared to once user that is working.

Can you try with a different phone for that agent? You can use wireshark to validate BIB is working, but it's a bigger effort than just swapping phones.

Have you checked to make sure the device that they're using is the same and uses the same connectivity? For instance, that the model is supported, that some users aren't remote and perhaps going through an Expressway version that doesn't allow for silent monitoring? Here's the compatibility guide for instance.

Is it only one user that can't be monitored or all in one group or all in the entire system?
