System IPCCE is a scaled down version of IPCCE commonly known as UCCE in modern world now. It was introduced for the first time in version 7 and I even don't recall that it is in use anymore with the later verions of UCCE or was even supported/allowed with UCCE versions post 7.x.
Packaged CCE is there now that gives you almost all the features as of UCCE with a upper limit of 1000 agents if someone does not want to go for a full blown UCCE system
