UCCE Outbound dialer CallResult 7 question

I upgraded UCCE from 9.x to 11.6 in February. Our debt collection department uses the SIP outbound dialer for contacting debtors which has been working great for a long time.

After upgrading to 11.6, they noticed the occurrences of a CallResult 7 (number reported as invalid by the network) in the t_Dialer_Detail table increased dramatically. There is a new field called CallResultDetail which contains what appears to be a SIP response code for each number reported as invalid. I'm seeing 404, 500, and mostly 183s. This field isn't documented in the 11.6 database schema manual. The majority of the numbers reported as CallResult 7 are cell phones which our PSTN provider couldn't reach at that moment for one reason or another. If I call the numbers from my desk or cell phone, I can reach them every time.

Our connection to the PSTN from the outbound dialer gateway is with ISDN circuits. I did traces on the gateway and on the dialer and what I'm seeing in the q.931 messages back from the PSTN is cause code 127, internetworking, unspecified. The IOS on the gateway (15.6(3)M5) is the same before and after the upgrade.

I need to explain to the collection department management why there was a large increase in the number of CallResult 7s after we upgraded to 11.6. I have a TAC case open and I'm waiting for an explanation from my engineer but in the meantime, I thought I would reach out to the community to see if anyone has an explanation of why my CallResult 7s increased after the upgrade. I suspect version 11 is better about reporting call progress over what release 9 did. I'm thinking release 9 ignored those calls or categorized them differently in the t_Dialer_Detail table. Unfortunately, we didn't migrate our release 9 HDS or AWDB databases to 11 (we started fresh) and I don't have access to the old databases to look up those numbers to see how they were categorized before.

I looked around for documentation to see if this was explained but I couldn't find anything yet,

If anyone has an explanation or can point me to documentation, I would really appreciate it.
