Is there a method to clear ALL tasks that were sent to CCP (SocialMiner)? Rebooting the server and/or the PGs does not delete all Tasks that were already sent
I am looking for a method to clear everything, as if the server is a new installation as there are some tasks hanging there in QUEUED status but are not on UCCE anymore

Instead of rebooting the server, if you stop services on the PG on both sides in a maintenance window, does it clear it for you?

we tried that - same behaviour. Does it have to do with requeueOnRecovery flag? it is set to true

Per the documentation it looks like that will do what you want, but it also seems to say that has to be set when the interaction starts, not after it has been sent. This goes into the failure scenarios.
