uccx notification service is down, and unable to start. Due to which Finesse is out of service.
could see a bug with similar behavior with no work around. https://bst.cloudapps.cisco.com/bugsearch/bug/CSCvu06189
Please advise to fix this

Hi,
Since finesse is down,you need to get finesse up and working. A couple of things to check.
1. Verify if rmcm and jtapi are synchronized in Uccx.
2. Are agents assigned to rmcm?
