UCCX Outbound General Config....can't change percent of logged in agents allowed

Working with UCCX version 9.0.2-10000-71.  Attempting to set up the outbound option, and running into an odd problem.

On the General configuration page for the Outbound option, the last setting is the percentage of agents it should use.  This defaults to 10%.  I'm trying to bump it up to 100%.  It saves without complaint, but goes back to 10%.  Tried other settings....they all do the same thing.

I'm not sure if this is a bug in the display, or if it's really refusing to set it to the desired value.  This is a lab system, so there will only be 2 agents on it, so it being stuck at 10% is a big deal for trying to do proof of concept testing. 

Anyone seen anything on this before?

With the help of a friendly Cisco SE, I was able to find out that this value is set PER CSQ.  You have to highlight the selected CSQ on the page, set the desired percentage, and then save it to get it to stick.

This was not at all clear from the documentation.
