Hello!
It's necessary to use voice gateway for SIP to UCCX at Outbound IVR schema? Can I use over IP PBX connected to PSTN instead Cisco gateway? For example Avaya or Asterisk...

Outbound IVR dialer leverages the call progress analysis (CPA) capability of the voice gateways so that only calls answered by live customers are transferred to a configured CTI Route Point.
If your TDM PBX can do this job ( i.e. CPA ), you should be fine but as Cisco has not tested it this way, Cisco can't comment on it's supportability, thus TAC would also deny support to such deployments.
