Which AXL provider is used ?

Hi Guys

I believe that I have read somewhere (can't find it now) that no matter which AXL provider you define i AXL provider settings in UCCX, it always uses the Publisher as the primary, even if it's not in the list.

I also have heard a long time ago that it always uses the provider with the lovest IP adresse, even if it's second choice.

Both cases seem unlikely, but you never know, so can someone tell me whats actually the case in UCCX 7.0.x?

So even if Publisher is NOT selected as any of the AXL providers in UCCX configuration, it's still always used as primary?
