Need help associating a customer CCO account to CSAM to use APIs

Customer is trying to utilize APIs, but I don't know how to help him get the access he needs. I read another post and even tried accessing CSAM internally and I get the same error as the account SE. Here is the post that talks about the wrong/no permissions

Customer doesn't know who their Admin or DA is so not sure how to request the appropriate permissions.
