I have a Call Manager Business Edition and it has two h323 gateways. Each gateway has a PRI. If I lose the primary PRI all incomming calls will come in thru the second gateway but I could not dial out. I added a second dial-peer that is VOIP and now the called phone will ring once or twice and then go idle and on the IP phone you will get a fast busy after you hear ringback once or twice. How do I tell the primary gateway to use the PRI of the secondary gateway?

Rather than pushing the call to first gateway then hop to the second gateway via voip, why don't you setup a route list to fail over to a second route-group when the first group has failed?

Hello,
The best way to achieve that is using Route Groups and Route Lists. Please read about it under the call routing section in this link:

Next, you only have to point your route patterns to the Route List created. You should change a couple of service parameter in CUCM:
Clusterwide parameters for Route Plan:
Stop routing on unallocated flag and Stop routing on user busy flag set to false.
